The Municipal Development Program for Spatial Planning and Landscape (GProRL) of the municipality of Kaltern an der Weinstraße is a strategic planning instrument established under Provincial Law No. 9/2018. It guides spatial development over the next 15 years. With 8,268 inhabitants and an area of 47.96 km², Kaltern is part of the greater Bolzano functional area and faces the challenge of balancing growth with quality of life.

The analysis of the current situation shows that Kaltern is experiencing steady population growth and features compact historic town centers. At the same time, it is confronted with 464 vacant properties, urban sprawl, and rising housing costs. The program follows the principle of “inner development before outer development,” focusing on the activation of vacant buildings, high-quality densification, and the creation of cohesive neighborhoods.

Key fields of action include affordable housing, climate-adapted design of open spaces, non-commercial public spaces for all generations, and sustainable mobility. More than 1,150 citizens participated in online surveys and public workshops, and their priorities are directly incorporated into concrete goals and measures.
